田邊元大使は、在日ベルリン領事を皮切りに、在ドイツ大使館一等書記官、在インドネシア大使館一等書記官、ベルリンの壁の崩壊とドイツの統一のときには、在ドイツ大使館総括参事官、湾岸戦争のときには、在サウジアラビア大使館公使、第一次ユーゴ戦争のときには、オーストりア大使、その後、在ミュンヘン総領事、インド核実験のときには、在インド大使館公使、第二次ユーゴ戦争、いわゆるコソボ戦争のときには、セルビア・モンテネグロ大使、アフガン紛争のときには、アフガニスタン大使、そしてポーランド大使を勤められました。一番最近は関西担当の特命全権大使もなさっています。

Content of the Forum
Revolutionary development of Information Technology (IT) has enabled us to convey information of even a trifling matter from anywhere on the earth to the end of the world immediately. Under those circumstances, people in Japan should never fail to accumulate information given by “The European Union (EU),” a huge aggregate of twenty-seven countries located on the other side of Earth. “Delegation of the EU to Japan,” so called “the EU Embassy,” stationed in Tokyo, now takes a very significant role as a window to link the EU and Japan.
Domestically speaking, on the other hand, thirteen EU associations established in local regions all over Japan, one of which is “Ishikawa EU Association,” have made every effort to make use of information supplied from the EU, working in closer cooperation with the EU Embassy. Local EU associations, however, have been perplexed with some issues in their daily activities.
First of all, the EU is quite different from a unitary country in every sense. We have not found it so difficult so far to promote exchange between two countries culturally, economically, or in any other way, sharing similarities and respecting each other’s characteristics. Talking about an exchange with the EU, it is rather hard for a local EU association to focus on a certain counterpart in the EU to carry out exchange, because it is made up of as many as twenty-seven different countries.
Secondly the relationship of citizens is another important issue. It had not been possible to build up current fruitful interaction in the type of a two-country exchange without such a close relationship of citizens. It is true with the case of the EU.
Considering the issues mentioned above, we would like to propose holding a forum. The themes are: What kind of relationship should the EU and the local EU associations in Japan have ? Do the EU have anything to appeal to the local EU associations in Japan? Conversely, do the local EU associations in Japan have anything to appeal to the EU directly ? If so what are the ways to do so? Is a grass-roots exchange also indispensable for the successful relationship?
Keynote speech given by Mr. Hans Dietmar SCHWEISGUT, Ambassador of Delegation of the EU to Japan, precedes guest speeches given by Mr. Philippe JANVIER-KAMIYAMA, Consul General of France in Kyoto, and Mr. Stefan BIEDERMANN, Acting Consul General of the Federal Republic of Germany Osaka-Kobe. We would like them to give precious advice to us, since France and Germany have a long history of exchange with Japan and are two major countries of the EU. Those speeches are followed by discussion with participants on the floor.

Summery of Lecture: triggered by Lehman's shock, even in Europa is attacked by financial and economical crisis. Why is the EU economics droven into such deep crisis? Is the union of currency to blame for this? In my lecture I will try to analyse the cause of economical crisis in EU and what kind of couse it will take in the future.
